Hey Mike, Try some debugging commands...see anything? Any ACLs blocking traffic? Do you have reachability between R4 and Cat1? Also, sometimes I manually set the clock on the client to within 10 minutes of the server. I have heard that when the clocks are far apart, syncing takes longer...although I do remember waiting 10 minutes once (I kept notes) even though the clocks were very close.
