To be a bit more clear:  The drop probability goes up linearly as the
amount of congestion increases in this case between 40 and 90.
HOPEFULLY somewhere between the 40 and the 90 you have adequately
managed the congestion by using this RED technology.  If you get all
the way up to 90, you will drop 1/x packets where x is your MPD as you
stated.  If you STILL have issues and the queue is full you will have
tail drop OR you will have queueing depending on your strategy (WFQ,
CBWFQ, Priority, Custom...)
