Actually, that is not correct. The half-life is the amount of time it takes for the penalty to decay by half of the original value. For instance -- If you have a penalty of 1000 on a prefix assigned, with a default half-life of 15 minutes, than after 15 minutes the penalty will be at 500.
The specific example that was brought up on cisco.com appears to be inaccurate.
