Actually, that is not correct.  The half-life is the amount of time it takes
for the penalty to decay by half of the original value.  For instance -- If
you have a penalty of 1000 on a prefix assigned, with a default half-life of
15 minutes, than after 15 minutes the penalty will be at 500.

The specific example that was brought up on cisco.com appears to be
inaccurate.  Don't worry, it's not the first time : )
