I think the question might relate to why the BGP next-hop attribute is not changed by default when receiving a route via eBGP and then sending it via iBGP. The answer to that is basically because BGP is not a hop-by-hop type routing protocol. That is not what it is designed for. It is an inter-AS routing-protocol.
