Yes you can change the cost that way too...in this case though you can't get 
better than 1 which is why it is changed on the backup link.

I am not 100 percent on this but I think the sham link gets a cost of 3 or 
something pretty small. I would need to look that up

Great explanation, thanks for that. However, I have one question regarding
the manipulation of costs. I know that the cost on the backup link was at a
minimum of one, however if we were to manipulate the cost in such a way that
the better cost would be define in the area X sham-link cost statement;
would there be any functional differences? Also, with the absense of the
cost value in the area X sham-link, how exactly is the cost derived for the
sham-links?
