If you run the following command you will see that it is indeed disabled on the 
physical interface

R2#sh ip int s0/0 | i Split
  Split horizon is disabled

However, even though the physical interface shows it as "disabled" EIGRP will 
not forward updates it received on this interface. I know it's strange but 
EIGRP Split Horizon is on by default, even on a physical frame interface. 

I will lab this one up later to verify

Hmm. So is it safe to EIGRP "enables split-horizon" on physical
interfaces then? Knowing that a physical interface by default is
considered a multipoint interface, I understand the logic, but I don't
see why running EIGRP would re-enable split-horizon unless EIGRP
specifically re-enables it.

Joe is right; EIGRP will still be on by default under a physical frame
relay interface. You can use the "no ip split-horizon eigrp AS#" command
on the interface to disable.
