Yes Jason, neighbors were up and everything were ok ! I had to reload the routers for some reason, it worked after the reload both on R7 and R8.
its working now : R7(config)#do ping 150.100.81.8 Type escape sequence to abort. Sending 5, 100-byte ICMP Echos to 150.100.81.8, timeout is 2 seconds: !!!!! But one thing for sure, it wanst an issue of OSPF, in OSPF everything was ok. All i did is save the config and reload the routers (7 and 8).
