I would have to re-read the RFC to see if something like this is
mentioned, but it's definitely borderline :-). The good thing is that
it cannot possibly create the loop, because NOTHING is sent to the
other router on the segment, therefore making that router entirely
oblivious to anything connected to the router not advertising the
LSAs.
