Yes it will affect the sub-interface.  I personally would do it to the sub
if there is no addressing on the primary myself as well.

WB2 Lab 13 - Task13.2
 
The task says to rate-limit "all" icmp traffic out interface gi0/0. There is
a sub-interface gi0/0.12 tied to a bba-group.
 
Questions:
 
1. if you apply the rate-limit to gi0/0, will that rate-limit the
sub-interface gi0/0.12 as well? 
 
Show commands dont show a rate-limit for the sub interface, and I couldn't
find anything in the documentation saying this is the behavior.
 
2. If not should I apply this to the sub interface? The DSG does not show
this applied to the sub...
