That is a tough call, as I think the IPexpert blended learning solution is incredibly valuable but so is having access to your own lab to test things on.
The videos and workbooks in the BLS will really give you the meat of all the topics and in a much faster way then you will likely get trying to develop your own plan. I have also done IPexpert classroom training, and found it wonderful but I think it should be secondary as with the workbooks and videos you can learn it on your own. My suggestion would be to talk to an IPexpert training advisor and find out what kind of rack time they can include with your BLS. Maybe you could afford the BLS, get some proctor labs rack time, and have a little left over for 4x3550's.
