It's because Dynamips/GNS3 can't emulate all hardware platforms. For example it is not possible to emulate any of the switches like 3550 or 3560 because of the asics used, so instead they emulate a 3700 with a 16 port switch module to provide the basic switching features. Also from an IOS perspective there is not a ton of difference between the common routing platforms aside from which modules are supported.
