I would think you have any number of options based on BGP path selection.
For example:

- Use Weight on RTC to prefer all routes from RTA

- In the route-map used for redistribution you could probably tweak the
AS_PATH, LocalPref, or Origin

- In the route-map applied outbound from RTA to RTC or the route-map
applied inbound from RTA into RTC you could set LocalPref or pad the
AS_PATH.
