You need a L3 interface running IGMP/PIM to be the IGMP querier on the network. 
 Otherwise there is no mechanism to manage who wants to join/leave.

As an alternative you can turn off IGMP snooping on that VLAN and the multicast 
will flood to all ports within the VLAN.  If it spans more than 1 switch you 
will need to disable IGMP snooping on all switches.

6500 have IGMP querier you can add on L3 interfaces wo PIM but don't think 
3560s do.
