nothing same behavior, but now i faced a strange problem. 2 hours 
troubleshoooting. :)

when i tried the network 0.0.0.0  on the router running PPPOE on its interface 
facing the neighboring router (PPPOE client)
i dont see eigrp neighbors comming up. on the other side(client) is see" is 
down: retry limit exceeded" then " is up: new adjacency" and again down....

when i try the 0.0.0.0 255.255.255.255  the neighbor came up on both end .
