I suppose it would depend on the scenario, but basically I would say no
these would not be an essential requirement.

EIGRP Stub can be used to provide stability within the eigrp process, but on
the other hand my company is running a multi-hub redundant DMVPN phase 2
environment with approx 20-25 spokes, no spoke to spoke traffic is used, and
we dont use any of the mentioned settings.

With exception of EIGRP timers of course, which we had to increase due to
the BT WAN running like a dog at times =)
