I went full gonzo and upgraded to 12.4.(24)T2:

And got the same behavior. Maybe the 7200 HW is broke for this feature.
In a dual path, I also have this running on dynamips, but R8 has one way
communication with Cat4. I may go to point to point Ethernet connections
to test this further.
