As far as I know and after going through the IOS IPS Configuration guide; No,
we don't have these options.

Do we have the support of configuring event action rules (over rides & filters)
in IOS IPS. I don't find the CLI to configure it.

spoke1(config-rul)#?
IPS event action rules (SEAP) commands:
exit Exit from Event Action Rules (SEAP) Mode
no Negate or set default values of a command
target-value Target value keyword
