I don't know if this is a bug but here is what I did.
I changed the firewall mode to transparent and then back to router and got the
same error
pixfirewall(config)# show run router
pixfirewall(config)# router ospf 1
ERROR: Unable to create router process
pixfirewall(config)# show ver
Cisco PIX Security Appliance Software Version 8.0(3)
Restarting the PIX didn't solve the problem ( I am using PEMU with dynampis)

clear
configure router ospf removed the 1 ospf process from the ASA.
I
recreated ospf 2, after which I created ospf 1, same error
I
cleared again starting with ospf 1 this time, same error on ospf 2.
The
error I am getting is not the same as yours. I do not have the “Too many IP
routing processes for this routing protocol” in my error.

ASA only supports two ospf processes, I
created 2 processes and when i tried to create the third process, i got this
error
ASA(config)# router ospf 3
Too many IP routing processes for this routing protocol
ERROR: Unable to create router process
Check if you have created two already,
Try to clear with this command
clear configure router ospf
