You would probably have to know how the functionality of the protocol works, 
and I don't.  I'm not a Voice guy....yet.  But it's probably related to 
tracking who is making connections to who.  In other words, being able to track 
signaling and so on.  Again I'm not a voice guy but maybe someone else out 
there is that can shed more light on this question for you.  I would probably 
say that its not a make or break understanding for the CCIE Security lab 
though, but hey, thats just my opinion.
