No it doesn't function without being applied to an interface.

I've been reviewing CBAC configurations and features.  My understand was
that CBAC had to be applied to an interface to function, but I saw
configurations in the solution guides for CBAC DoS protection that did not
apply to any interface.  Will CBAC DoS protection function without
inspection being applied to an interface?
