Is this determined with a debug ip packet or the log message?  If just the
log message try doing a debug ip packet with an ACL to see if two
transmissions or a single transmission is sent.  Or you could use RITE if
you wanted to get even more information.

Hi all 

Is the retransmission applicable to GETVPN KS in unicast rekey mode? I am
using 12.4(15)T13 in which I don't see retransmission happening. 
Only one rekey is sent for every rekey lifetime.
