The "Static" keyword makes the ARP's deny implicit deny explicit. Without
the static keyword, if the packets doesn't match ARP ACL, the dhcp bindings
are checked.

With static keyword, the ARP ACL is the final. if any packet's doesn't
match, they are dropped by the implicit deny.
