enable view should allow you for furthers commands
If you try "parser view TEST" without any previous command, you should get:
Rack1R2(config)#parser view TEST
No view Active! Switch to View Context

So, just do the following:
Rack1R2#enable view
password: blabla
*Mar  1 04:16:55.006: %PARSER-6-VIEW_SWITCH: successfully set to view
'root'.

Then under conf t
Rack1R2(config)#parser view TEST
Rack1R2(config-view)#
