If there is no DHCP then we need to provide the ARP inspection based on ARP-ACCESS-LIST
this is very tedious task , since we should know all the IP to MAC binding list , which if we use DHCP automatic binding will be there and DAI if enabled will take the binding automatically from the DHCP table. So in short it is doable but will be a tedious task in NON DHCP environment.
