Hi all

With MQC Policing feature, when we use Bc and Be  it becomes a two bucket
system and hence we can apply three actions - conform, exceed and violate.

If Bc = Be, then it's a single bucket system and only conform and exceed
actions are possible. If the traffic rate is below  Bc, it's conform and
above Bc, it's exceed.

The rate-limit feature also uses Bc and Be but only conform and exceed
actions are possible.

When using Bc and Be, there are three category of traffic as following


   - The traffic rate that conforms to Bc   - conform
   - The traffic rate between Bc and Be   - exceed
   - The traffic rate above Be.                 - violate



If only conform and exceed action is possible with rate-limit, why does the
IOS mandates for Be which is not required?
