When you have issues with ACS services, you can do the following.
Re-installing Windows should be the last option :-)

1)Start/Stop ACS services using services.msc, net start/stop (from windows
cmd)
2)Use Whoislock application to terminate the service
3)Use batch file in the CSMon folder to restart services
4)Re-install ACS
5)Re-install Windows
