That has happened to me before whenever I didn't specify the url of the context 
in flash.

Jim,

you need to be sure if you are running in multiple context first, by typing   
"show mode"

after that you need to be sure if there is a particular config-url defined 
under each context that you have created.... else the configuration does not 
get saved on all the context by typing wr mem all.
