If you want to inspect traffic destined to or originated from a router, add *router-traffic* keyword to the *ip inspect* command, e.g.:
ip inspect name INSPECT1 icmp router-traffic But it is available only with TCP, UDP, ICMP and H.323 protocols inspection.
