As far as I understand it once you allow the priv 10 user run the command "show 
running-config" IOS will allow it to be ran with all options after the command 
and that's why it doesn't show it in the running config.

If you check I put:

Rack1R4(config)#privilege exec level 10 show running-config interface

In order for the command sh run interface running-config can be issued by the 
user on priv lvl 15... However, in the configuration for the privilege level 
commands, it doesnt appear there.

What exactly not working?
The command that you showed is not excepted or the user with priv 10 can't run 
"show run interface" ?
