I think I just figured out what was going on.  Both web browsers I tested
with automatically make my capital letters turn into lower case letters for
the top level e.g. https://TEST turns into https://test.  I had my
virtual-host name specified in uppercase as I usually do for items I name
in the CLI.  This was breaking things.  I changed the virtual-host name to
lowercase, and everything started working.

It's weird.  My browsers let me use uppercase letters for anything after
"/", but everything prior to it gets turned into lowercase automatically.

Anyway, thanks for confirming the function.  I was second guessing myself
so much I was starting to troubleshoot the wrong areas.
