I am revisiting this lab and I am having the same issue...

I have the router-id set in ospf, I can ping every explicit-path and
all my interfaces are configured for traffic-engineering....

Pertinent shows & debugs:

R1#show mpls traffic-eng tunnels

Name: R1_t1 (Tunnel1) Destination: 200.0.0.6
  Status:
Admin: up Oper: down Path: not valid Signalling: Down

    path option 1, type dynamic

  Config Parameters:

    Metric Type: TE (default)
AutoRoute: disabled LockDown: disabled Loadshare: 50 bw-based
    auto-bw: disabled

  History:
    Tunnel:
Time since created: 19 minutes, 34 seconds
    Path Option 1:
Last Error: PCALC:: Local system ID has not been set

R1#deb mpls traffic-eng path lookup
MPLS traffic-eng path calculation lookup events debugging is on
