rtp-nte is generally used when RFC2833 transport for DTMF is needed; as
you say, it's out of band.  Generally used when talking to SIP systems,
although RFC3264 is preferred by Cisco these days (and there's a super
nasty bug, CSCsg20264 which forces 3264)

OK, I know this command is for encoding DTMF into the RTP stream and
not relaying it out of band... but why/when would we use it?

I run into this a lot, I know I have to use a specific command, but not
why...
