If you have any FXO or FXS ports they will take DSP resources away from the pool of available resources also. A good command to see current allocation is
Show voice dsp voice However the PVDM2-8 is slightly different from the larger dsp's. I know for sure that it can not be used for conferencing. And I think that it can only be allocated for dspfarm services if it has 4 dsp's free. So if the E1 is using 3 and a 2 Port fxs is installed you only have 3 left and can not allocate them.
