[OSL | CCIE_Voice] 6608 issue , channel

hi,
 
- i config the 6608 and it registered to Call manager 
- config "Service parameter to use 3 channel , 
- and I restart the Call manager Service  
 
but it still use the channel 23
 
any suggestion ?
