Then this gets me to another issue,  when i try this in CME BACD it still plays 
the original welcome file and not the one I've recorded. 

What i did was 

1. load BACD into CME via tar
2. copy the new recorded file into flash , say "tony.au"
3. then issue the command from enable mode : rtr# copy flash:tony.au 
flash:en_bacd_welcome.au

Shouldn't this now play the correct recording?

No conversion required.  Just change the name of the file/extension.
 
If you recorded the file in Unity, it is recorded at 8 bit mono with an 8k 
sampling rate.  This is exactly what BACD wants to see.  
 
You can also use Windows sound recorder.  For that, save the file using the 
save as function, and choose the CCITT u-law format with 8khz 8-bit mono 
attributes.
 
This same file format is used by Unity, BACD, and IPCC Express for voice 
prompts.  If you need to convert a file like this into other formats (like 
something for G.729), you can use the MOH translator for that purpose and do it 
quite cleanly.

Followup question along these lines....

I’m working on BACD lab for CME. how do I to convert .wav file from Unity to 
the .AU file format required for BACD in CME. I’ve recorded the file from Unity 
TRaP and cannget the file to CME flash for BACD to use it, but does the file 
need to be in a .AU format? if so, how do i convert it if I'm in the CCIE lab 
to the format required for BACD?

You can use the TFTP server in Call Manager. Just put the audio file on Program 
Files\Cisco\Tftppath, and execute the transfer from router, copy tftp flash:
