[OSL | CCIE_Voice] Call from PSTN to BR-2 (H.323) failed

anybody have idea, call from PSTN to Branch-2 (H.323) sometimes  did not go 
thru and hv this error msg from PSTN GW
 
Cause i = 0x809B - Destination out of order
