Maybe qos on the switch?

I have a couple of 7961's hanging off the switch in SiteC.
I'm experiencing really strange behavior where inbound calls from
the PSTN don't get delivered to the phone and the phones regularly
unregister when I hang up a call.
I haven't changed the ios version and I'm lost as to what could be
causing this.
I'm going to wipe the config and re-do but wanted to see if anyone
has an idea.
