Have you been resettting the mgcp gateway in ccm and not resetting it in the
CLI? Any time you reset the mgcp gateway in ccm, you'll need to reset it
manually by doing "no mgcp" and then "mgcp".
This is the case because you can't run the "ccm-manager config" commands...
since you are using a partial PRI and callmanager doesn't understand partial
PRIs.
