Did they put css-xlate-internal on the line and put the international CSS on the device?

In the previous part of lab 5a it stated that HQ Phn 2 should be able to dial international. As we move through the workbook, should I assume that both solutions should work when I am done (i.e. I should have internal calls blocked AND be able to dial international, emergency, etc) or does the last instruction prevail - in other words, unless I am asked later to be able to make an emergency call from that phone should I actually be able to do so. My assumption is that I should be able to test all the previous tasks asked of me as well.
