If you really wanted to emulate the way your PC locks out, you could use Extension Mobility to do this. Set the phone to have a base CSS (internal/911), if desired, and then require the user to be logged into the phone through EM -- giving their UDP greater calling privileges. Then set it to auto logout EM after say an hour of idle time. You can also set EM to remember the username of the person who logged in last to speed up the "unlock" process.
