Do you have this GW configured on CUCM? Is the gateway showing registered on CUCM? Do you have mgcp configured/enabled on the router? Have you bounced the MGCP (no mgcp/mgcp) after configuring the pri?
You will see TEI Assigned until you have successfully configured all aspects of the MGCP GW.
