kishtji has given you good idea about the dial-peer and voice
translation-rule numbering.
i just want to add what i found easier.

my dial-peers were :
1 for incoming
100 and 101 for voip dial-peer to call manager
9234 for LOCAL
91234 for LD
9011 or 900 for IDD

voice translation-rules were:

10 and 11 for calling and called for EMER
20 and 21 for calling and called for LOCAL
30 and 31 for calling and called for LD
40 and 41 for calling and called for IDD

If site did not require LD call but requires IDD calls then i do not create
voice translation-rule 30 and 31, and create 40 and 41 for IDD. This is to
avoid confusion in my head.

also, my voice translation profiles were called, EMER, LOCAL, LD, and IDD.

The most important thing is, what works best for you.
