yes, we are using a "funny" dialplan here in Germany, but is not so bad.

Here are some Basics:

Typical PSTN Access Code: "0"
LongDistance Access Code: "0"
International Access Code: "00"

Ok, lets say you are located in Hamburg and you want to call somebody else
in Hamburg (Area Code 40), you have to dial "0" + Rest of Number (without
Area Code). You can use the Area Code, also but then you would have to dial
"0" + "040" + Rest of Number. (Most of the German People will not do that)
If want to call someone in Cologne (Area Code 221) you have to Dial "0" +
"0221" + Rest of Number. And if want to call a number in a different country
like UK you to dial  "0" + "00" + Rest of Number.

Some special Numbers:

110: Police
112: Emergency / Fire Department

0900T: Expensive Comercial Numbers (Premium Rate)
01[567]XT: Mobile Numbers, different Providers
0800T: Free Call

To overcome the Problem with the non fixed length telephonenumbers, you
should use overlap sending, or tell the users to use the # Sign or wait for
T302 Timer (they would not like that...)

Normally I use the following Route Patterns:

0.[1-9]XXX, PreDot, Overlap Sending --> Local Calls
0.0[1-9]XX, PreDot, Overlap Sending --> National Calls
0.00[1-9]X, PreDot, Overlap Sending --> International Calls

When you are Using CLIP/CLIR No Screening (Feature that allows you to send
every Number as your Calling Number, you have to pay the Provider for that)
you have to make sure that you provide your Calling No with Area Code
(Without leading 0) + Rest of Number and Plan/Type as ISDN/National, or when
the Calling Number is International you have to provide the Number in
format: Country Code + Area Code + rest of Number and Plan/Type as
ISDN/International. If you are not using this Feature you can send your
Number with Plan/Type as Unknown/Unknown.

There is an official institution called "Bundesnetzagentur" which will
provide a complete explanantion of the German Dial Plan.
(bundesnetzagentur.de) but it is all in German, of course.

P.S.: Area Code of Munich is 89, so a +E164 Nr. In Munich will look like +49
(0) 89 T.

Germany Dial-plan is the most complicated dial-plan in the world because its
not organized as the NANP or UK Dial plans , they don't have a fixed pattern
in the access codes or  length , you have to speak to someone from Germany
who know about the telecom there or maybe the German telecom itself can give
you guide about that ,
