Based on my testings,

The Gateways and Trunk also can use the SRLG.

For instance HQ and Branch 1, and CAC is configured between those phone.
When the PSTN Phone dials the Branch 1 IP phone through the HQ Gateway, and
there is not enough bandwidth, the calls is rerouted back to HQ gateway and
then send to Branch 1 through PSTN (simple AAR).

But the point is, that I have Route Patterns for PSTN dialing pointing to
SLRG. So that the HQ gateway could select the correct Gateway based on its
Device Pool for AAR calling through PSTN.

Is it right? or I am missing something?
