Because of the prompt requesting you to state the amount of people ahead of you. To do this you need to look up the users position in queue: Lets say only 1 caller in queue, then a 1 is returned. If you do not decrement this by 1 then you say there are 1 people are ahead of you when in fact you are first in line.
