What is your second choice gateway? If it is H323 check using debug voip dialpeer.
Why is the call not succeeding through the MGCP gw? You are receiving "no circuit/channel available" which means you are trying to use an invalid bearer channel. Try using Top-Down within the MGCP gw and then no mgcp/mgcp and see if the call succeeds.
