Adding to what Goerge said, In SRST mode, users will dial as in normal CUCM 
mode, but we need to think about the correct dial-peers destinations.
So I suggust you remove the dial-peers 7 and 10 and modify the dial-peer 11 for 
national dialing. Like the following example:dial-peer voice 11 
potstranslation-profile outgoing 164destination-pattern 
91[2-9]..[2-9]......port 0/0/0:15forward-digits 11
I guess the "translation-profile outgoing 164" is for translate calling number 
to full E164 format.
Try and let us know the result.

IOS is not using the longest match mechanism like CUCM.

It uses first match mechanism to route calls. 



So as soon as it has matched any dial-peer it will send the call. 

At least that is true with KPLM and SCCP digit by digit collection. 



if en-bloq is used then it would correctly match the dial-peer. 



now a question, why do you have [2-9]...... at all? users I understand would be 
dialing 9[2-9]......$

I guess that is because in missed calls you have that number, but what you have 
to do is translate incoming call from PSTN so that in missed calls it shows up 
with 9 prefixed.
