It definitely differs from country to country, but in the lab, or any practice lab, it should tell you exactly what the dialing format is for local, national, international.
If you are struggling to find the difference between national and local, it's more than likely that they only require on or the other format to be configured and tested. Many times they'll ask that for the different sites, local should look like this, and national should look like that, and international should look like so. But when you get to configuration time, you only need to provision dialing for local and international (as an example). If all else fails, and you are required to configure (and test) calls in a certain format, but it's not clear on the exam paper what that format is, then your best bet would be to speak to the proctor to get clarity.
