Are you using the proctor labs rack? I hit something like this when using proctor labs. I don't have the interface in front of me but I believe I had to erase the config on the devices before loading the configs for the specific lab scenario. If I didn't erase the configs, the "loading" option merely merged configurations. Erasing the configs does a "wr erase" first and the loading of the lab scenario is good to go.

You can check by doing a "sho ver" and look at the uptime.
