I believe this is a bug and if that is correct the symptoms are that you call and leave a message, can even review the message and it never shows up as a message for the user.
If this is the case then I am pretty sure you are reaching the bug, try sending the message from another user registered on CUC. I think that will work and that I believe confirms the bug.
